Well, for a start he probably didn't do it at all. The story is from a work of fiction. If he did, he didn't do it from 200m, and he couldn't have killed multiple people in a short time with no one knowing where the stones were coming from. Australia's last mass shooting - Port Arthur, 1996. That's almost 30 years ago. Wonder what changed? Wasn't the intent of crazy people.
